Guidelines

Purpose
The purpose of the grant is to minimise waste and to maximise the use of resources. It will support activities which will reduce the volume and weight of materials in the waste stream and/or increase the reuse of items and materials across Shropshire.
 
What is the grant for?
The grant can be used to support projects which encourage re-use; carry out or support recycling, particularly of biodegradable waste; aid the removal of hazardous items such as heavy metals, batteries, mobiles etc from the waste stream; raise awareness to the potential and the benefits of reuse and recycling. Priority will be given to projects which have the greatest impact on reducing the waste going to landfill.
 
How much can you apply for?
Most grants will be awarded for up to £3,000. No match funding is necessary. The grant fund has a budget of £20,000 for the year 2010 - 2011.
 
If you have a project which you think merits a grant of a larger amount please discuss it with us.
 
Who can apply?
 
The following organisations if they are engaged in reuse and/or recycling activity
¨     Charitable organisations
¨     Unincorporated Organisations
¨     Social and Community Enterprises
¨     Co-operatives and organisations benefiting a community
 
NB. Organisations must be a member of SCRL. Membership is free. Please apply to Rosemary Collie by email at rosemary@furniturescheme.co.uk for a membership form
Organisations must have a bank account in the organisation’s name
 
Projects should result in a contribution to some or all of the following benefits:
 
¨     Tonnage diverted from landfill
¨     People involved in reuse/recycling/awareness raising activity e.g. direct participants in activities; volunteers.
¨     People reached as a result of reuse/recycling/awareness activity e.g. number of leaflets distributed; families reached via an event with the children; visitors to a display stand
 
What can the money be spent on?
The grant may be used for revenue or capital expenditure. Expenditure may include staff costs; travel expenses; volunteer expenses; one-off purchases; publicity material; display panels; room hire and refreshments for an event etc. 
Preference will be given to projects which fulfil some or all of the following:
¨     involve practical activity i.e. implementation not research
¨     focus on re-use
¨     have a significant impact on reducing waste going to landfill
¨     sustainable i.e. have the potential to continue or have an impact after the funding
¨     complementary or different to provision elsewhere, including the statutory service
¨     can be replicated
¨     innovative or even risky
¨     raise awareness
¨     build capacity
 
The grant should not be used for:
¨     projects which are primarily research based
¨     costs incurred before you receive the grant offer
¨     any costs you incur when putting together your application
¨     day-to-day running costs (for example, ongoing staff costs, utility bills, council tax, rent and insurance)
¨     contingency costs
¨     existing activities
¨     feasibility studies
¨     loans or interest payments
¨     political or religious activities
¨     projects or activities that the state has a legal obligation to provide
¨     projects that cannot be completed within 12 months
¨     VAT that you can recover
 
Application process and timetable
Applications for under £1,000 will be subject to faster decision making.
Applications for £1,000 - £3,000 will be subject to review by a meeting of the panel.
 
There will be a rolling programme for applications under £1000.
 
Deadline for applications over £1000: 30 June 2010
 
 NB. In the first instance only one project per organisation will be considered.
 
Please help us to process your applications as quickly as possible by ensuring that your application is complete and submitted on time. Email applications will be accepted if followed up with a signed copy. 
 
Grant payment
Grant payments will be made quarterly in advance, subject to the receipt of the appropriate paperwork, in accordance with the payment schedule presented in the application. 
 
Project monitoring
Records should be maintained of all expenditure incurred as part of the project, including copies of all invoices. You will be required to submit a quarterly or one-off claim (depending on the length of your project). You will also need to provide evidence that the expenditure has been incurred on the project.
As part of the quarterly claim you will be required to provide us with a written report detailing how the grant has been used, how far you have achieved your aims, and what outcomes have been achieved. Grant payments will be subject to the timely receipt of these quarterly reports.
